Britains-Herald Floral Garden “Rhododendron Bushes” H2543

This type of packaging by Herald was only produced from 1961 to 1963 then they were repacked in a new window carton until 1970 then they were deleted, so to find this in complete order is quite rare, but the paper bag is a bit tatty with a few small holes.

The contents do look complete though, as the leaves & flower heads are still on the sprues.
